Flash Player 12 fails to download

I am using Windows 7 Home Premium (Service Pack 1) with Windows Internet Explorer 11 (version 11.0.9600.16476). I have been told that Flash Player 12 is available, but when I follow the usual steps to attempt to download/install it (from Adobe's website), the "Do you want to save..." prompt never appears, so I have no way to download it, much less install it. How do I solve and/or work around this?
