I only have 2 layers for the document. Layer 2 and Layer 1. The contents of Layer 1 varies as I go from page to page. When I say the layers switch order, I mean the layers that you see when when you twirl down the Layer 1 arrow. I guess these are the objects. And it's the order of these objects that change.
Layer 2 is above Layer 1 and is there for the Master Document which contains page numbers that I want to appear on top of all the layers. (This layer doesn't seem to be contributing to the problem I'm having).
Also, I'm using InDesign CS6.

Stacking order works like this:
On any given layer, all objects on the master page are behind all objects on the document page (which you seem to understand since you've added a layer for page numbers). Layers listed higher in the panel are in front of layers listed lower.
If objects are moving within a layer, or from layer to layer, without any action on your part, something is very wrong.

So far I know the layers are moving within a layer. Not from layer to layer. And it seems to be the same layers that are moving. So I know which pages to check and correct before I export. There are about 10 out of the 80 that keep moving.
Could this be a RAM issue? Everything else seems to be working quickly and without any problems though.

P Spier Feb 3, 2014 10:15 PM (in response to deven001)Although I think it's very unlikely this is a RAM issue, I just don't have enough information to tell you why it's happening, and your use of the term "layer" is a little loose. ID does not have layers within layers, only objects on layers.

Sorry for using the terminology wrong. I'm a bit new to this. I've been googling to find and answer and after our conversation, I believe now that the right terminology would be:
the stacking order of the objects is changing within one layer.
Would how far in I'm zoomed into the document as I work effect this?

Did you remove pages?

No, I did not remove page 1. But I am working with a double-page spread. Is that what you mean by double sided document? I have had to delete pages from time to time, but these are usually double-page spreads that I deleted. I will do a test and see if the stacking order changes after I delete pages.

Could you provide more details?

Is there a work around besides duplicating the image and all the elements so they live on each side of the page?

My solution for that problem then was:
I found something like a workaround, something you could do that the bug is not hitting:
Before removing the pages, uncheck "Allow Selected Spread to Shuffle", so that all spreads in the pages panel get [] like that:
[1]
[2-3]
[4-5]…
That should prevent the reordering of the page items on a spread.

Colin (cdflash) did a bug-report regarding this issue about 19 months ago…
