Blocked Plug-In?

I've downloaded the latest version of Flash Player onto my Mac OS X version 10.6.8 but have got 'blocked plug-in' message. What do I need to do to continue to install please?

Clean Install is the first thing to try. I've made a PDF with detailed, illustrated instructions just for 10.6.8 Snow Leopard Clean Install.pdf

Use the Flash Player 12 FULL Installer (for Mac OS X)
