Flash Deployment error in Enterprise

Hi, When I install flash it works fine But when I create the package using this Mac, and deploy it on Mac (MacBook Pro Retina, 10.8.5) it does not work. It does not show in system preferences, when I check using helpx.adobe.com it says plugin is not installed.

Is there anything changed? I am creating package using same steps I did for older versions and they worked very well.

Why not just use the deployment DMG from Adobe Distribution?

Do you know what is the difference between DMG installer and DMG Installer for System Administrator?

DMG is the regular GUI installer.

DMG for admins is the COCOA installer (the pkg)
