can't install flash update on macbook

I'm trying to install the Flash update on my MacBook Pro OS1068.  I keep getting a "blocked plugin" message at the third step.  I removed the Fash application and tried again.  Same result.

Download THIS installer by right clicking and choosing "Download Linked File As": Flash Player 12.0.0.44 (Mac OS X)
