You can use keyframes depending on the effect or cut the clip up.

keying, what I really want to know is how to apply an effect to just a part of the video
clip and not the whole clip, normally you key in and out or variations, but on some
effects from 3rd parties, like Boris, I cant see where to key in the effects.
