No Flash, No Player

I am trying to update "Flash Player" with Chrome.  I see that I have version 11.  For certain information it is required that I have the latest version.  I attempt to make the change, the message reads that I have "Flash Player" but it is "disabled".  I follow the directions, clicking on "enable", and absolutely nothing happens.  What am I missing?
