Chances are you're running something from a 3rd party (a font manager maybe) that's interfering with your file access.
Let's examine what Photoshop is reporting to you:
- When you saved it or opened it, it made note of the time and date of the file.
- Then when you go to save it again, it sees that the time has changed since the value it noted.
It's trying to protect you from overwriting changes some other process or user has made.
Photoshop isn't changing your file on disk between saves and causing the date/time to be updated. Something else is. You need to find out what that something is that's touching your file since Photoshop saved it, and get it fixed or eliminate it from your system.

Is that the same as the modification date?
I'd like to track the date and time of the file to see when they change.
I'm not as clear on the specifics for Mac systems as well as PCs, but that would be the expectation - that Photoshop is checking the modification date.
