Acrobat Pro XI comes with a Desktop application of FormsCentral that allows you to create unlimited PDF forms. It does not include a subscription to the online service of FormsCentral for creating online forms. You can sign into the Desktop application as a Free user or with a paid subscription to gain additional benefits from the online services.
To create "local" forms that you save as PDF you do not have to be signed into the application, simply create your forms and from the File menu choose "Save as PDF Form". You can further edit the PDF form in Acrobat Pro XI to add your own submit method such as Email.

The problem is to buy the service because our government does not have an creditkart and we have to buy the service private.

Josh_Corey Mar 4, 2014 9:08 AM (in response to thomasengen)That chart shows the information represented in a different way, taking into account each FormsCentral subscription level with a copy of Acrobat Pro XI. In the first column where it says "Save new PDF forms" = "unlimited", that is still one online form and unlimited local forms that can be saved as PDF, the Free plan includes one online form.
As far as sharing the authoring with a co-author, the two of you could each have one online form you authored and share those forms with each other as Co-authors to collaborate, you can have unlimited forms shared with you by another Free or paid user.
