Download Whole Flash Player In One Download

Hi - I was wondering if it is possible to download the entire recent version of Adobe Flash Player in one download.  My mom has dial up so it would be very beneficial if she didn't have to download something beyond that initial download (I give her the files on disc).  She is using Firefox at times and Internet Explorer at others on a Windows 7 64 bit system.  Thanks for any help.
