I'd interested in what version of Photoshop, and what operating system you are using? This used to be asked quite a lot, but the problem seemed to go away without my noticing. There were some issue a while back with CS5 and Macs, during which Jeff Tranberry suggested the oft banded advice to turn off Anto Aliasing in Preferences > Performance, but appart from producing a not so nice line, turning off AA doesn't seem to make any difference nowadays.
We know the line colour toggles between black and white depending on the colour behind it, so you'd expect the worst case to be around that close to 50% grey area. You'll need to click on to expand this test image to make it a fair demonstration, but it doesn't look so very bad to me. (Photoshop CC on Windows 7)
