To save money, 1 frame per second equals a lot of film on a 2 hour movie that shoots 1:10 ratio. I've worked on seven full lenght features shot on film and each were shot 24fps and then conformed to 25fps for DVD or broadcast on TV.

When real film production wants a slow motion shot, they overcrank, shooting at 36, 40 and other fps depending on how slow they want the shot to be. Few video cameras have this ability.

And they export the NTSC to PAL in Europe, since they shoot in NTSC mode 24fps?

I am in the UK and here your Rebel is known as the 550D, I have it's bigger brother in my 7D.
It shoots in 1080p either at 24or25 fps.
I would not shoot at 1080 edit on a 720 sequence and output 1080.
Better to stick to 1080p throughout.
If you are producing a DVD or Bluray then NTSC shot and discs play just fine over here.
Philip Bloom is the master and guru of DSLR shooting video and his advice is what to follow aka go with what the jpg highlights, namely 1080p @ 25fps.
The caviat is that if you want to use the footage for an NTSC disc then shoot it all in NTSC mode.

But yes, they shoot mostly 24fps everywhere in the world when shooting film. Often the film was just stretched 4% to match video formats to get to 25fps here. This caused the audio pitch to change as well. That's why if you look at the film in the cinemas and it's 2h long, on television or video it was 4% longer lasting a few minutes over 2h because theres one frame more every second in the film.
If I shoot digital video I always shoot 25fps. If I shoot film I always shoot 24fps, like with this project: https://vimeo.com/74231249

Actually the standard is to speed up the 24 fps film playback to 25 fps, and the audio by 4% to match, making the PAL duration shorter than the original in real time. No extra 'frames' are added as happens with NTSC pullldown. it just pays faster.
