Can't get download to complete

Keep getting this message when the Flash player is partially downloaded "connection failed  Unable to complete download"  I have Windows 7 and using Explorer but also have Chrome.  Tried all the trouble shooting tips but still can't get it to complete the download.  Very frustrated.  Any suggestions would be much appreciated.
