It's a panel found at the bottom of the screen in DW.
Try clicking Window > Properties

AdrienneMASmith Apr 4, 2014 9:14 PM (in response to John Waller)Prpoerties & Page Properties do not have Hotspots at all. They only refer to an entire picture posting or div section or words/numbers/characters. This is DW CC.

That's how hotspots work in HTML. They can only be applied to foreground images. They don't work on background images.
You can sometimes fake it by inserting a transparent image over a background image then applying the hotspot to the transparent image. But you have to be sure that the transparent image is over the bakground image at all times.

That's right. Blank until you click on a foreground image then the hotspot tools appear.
