Do you have Premiere Elements 12 at the present time? If not, you should consider downloading and installing the free 30 day tryout of Premiere Elements 12 to determine how it would handle the Sony 4 K. Prior reports with GoPro 4K suggest that the 4K needs conversion before it will work in Premiere Elements 11 (in that case, and probably the same for version 12).
Interesting, the additional claim is that 2.7 K does not need this conversion whereas the 4 K video does.
I do not use this type of footage, so I do not know if 4 K from one of these cameras is much different than 4 K from another.

In the absence of a Sony XAVC-S sample (4K frame size), I decided to improvise...
I decide to do a bit of exploring on the export codec side of things for Premiere Elements 12 and "XAVC-S" video codec.
I wanted to focus on codec rather than the matter of frame size (4K) 3840 x 2160.
Export
Assuming the Adobe's XAVC-S video codec was the same as Sony's created XAVC-S video codec....
Question: What do the video properties readout look like for export of the same Timeline?
AVCHD.mp4 (3840 x 2160 @ 23.976 progressive frames per second)
Publish+Share/Computer/AVCHD with Presets = to a customized Export Preset from MP4 H.264 1920 x 1080p24
versus
XAVC-S.mp4 (3840 x 2160 @ 23.976 progressive frames per second)
Publish+Share/Computer XAVC-S with Presets = MP4 H.264 3840 x 2160 23.976 30 Mbps
There was a remarkable sameness between the two. Both exported the Premiere Elements Timeline without issue.
XAVC-S.mp4 export MediaInfo video readout
AVCHD.mp4 export MediaInfo video readout
Then I set up a Premiere Elements 12 NTSC AVCHD QFHD 16x9 23.976 project. The XAVC-S.mp4 imported well into the project with Add Media/Files and Folders/Project Assets from where it was dragged to the Timeline. This Timeline could then be edited and exported via the XAVC-S way that produced it.
So, if Premiere Elements 12 XAVC-S video codec is the same as Sony's own XAVC-S video codec, then we might project that your Sony XAVC-S 4K source should import, edit, export using Premiere Elements. But, the proof is in testing an actual sample as I suggested previously.

I went ahead and purchased the AX100 camcorder this afternoon at a local store so I'll know by tomorrow whether or not its 4K video files can work with PE 12 one way or the other. I'll let the forum know after I have finished testing.

Your report should be very interesting and helpful in learning what the real Sony XAVC-S video codec does in Premiere Elements 12, import, edit, and export.
Hopefully it will bring clarification to those who use interchangeably the words "XAVC-S" video codec and 4K (frame size).

ReaderTorture Apr 8, 2014 12:42 AM (in response to A.T. Romano)I didn't have any problem importing the Sony FDR-AX100 camcorder 4K file into PE 12 via dragging it into the timeline. Nor any trouble editing it in minor ways and exporting it as a 4K to the desktop and then uploading to Youtube. Here is a 4 second sample of a 4K file I successfully edited with PE 12 and then uploaded to Youtube: https://www.youtube.com/watch?v=KEjXN6S49wU So the PE 12 program appears compatible with 4K files from the Sony FDR-AX100 4K camcorder.

Thank you for a major contribution regarding Sony XAVC-S and its 4K video.
Could remind me what the file extension is for this XAVC-S/4K import into Premiere Elements 12? Also, what was your computer operating system?
I looked in our prior post exchanges for that information and did not see that information.
Your findings have encouraged me to go back and take another read for threads here that have talked about "4K" video and Premiere Elements.

ReaderTorture Apr 8, 2014 9:22 PM (in response to A.T. Romano)The XAVC-S/4K video files from the Sony FDR-AX100 camcorder have .MP4 extensions; e.g. C0019.MP4. I import them into PE 12 by dragging into the PE 12 timeline. Then after editing I select Publish & Share>Computer and click on AVCHD Use For Exporting AVCHD. Then I click the Back tab and select Publish&Share>Computer again and this time I click on XAVC-S and then where it says Presets I select MP4-H264 3840x2160 29.97p 30 Mbps. Then I click the Save button to the Desktop. Alternatively, before saving, I can click on Advanced and change bitrates, etc. before saving to the Desktop. Then from the Desktop I upload to YouTube and end up with a 4K video file published to Youtube.

I did not realize that YouTube had 4K now in settings. They do. Thanks for pointing to that.
Did you do all this on Windows or Mac 64 bit?

For XAVC S files in Premiere Elements 12? I have tried that as I got the XAVC files from my Panasonic 4K camera.
Not so smoothly to work them together so I ask the HD Video Converter for a help. So nicely the program which indeed do me a big favor.
May be you can also have a try!

ReaderTorture has already developed a successful workflow.
XAVC-S Files at the 4K size of 3840 x 2160 pixels and as H.264.mp4 in Premiere Elements 12/12.1 have worked well
If you have not found that to be the case and want help troubleshooting your specific issues, please consider the following questions and answers themes....
a. Review your computer resources
b. 4K is only a sizing. The video and audio compression is another matter. What model Panasonic camera
did you use, and what were the video/audio properties of the recordings, besides resolution.
c. What did you convert your Panasonic source from and to. Why? Because of resolution, to change the file
extension, to change the video and audio compression, other?
d. Were you working with the 12.1 Update of Premiere Elements 12?
We would be glad for the opportunity to be of assistance in troubleshooting your Premiere Elements issues.
