Pse 12 and 12.1 does not provide this filter.

(if you don't have an older version of pse to get the plugin from)
It's called Lighting Effects Classic
http://download.adobe.com/pub/adobe/photoshop/win/13.x/Win_Optional_Plug-Ins.zip
After you unzip (extract) the zipped folder Win_Optional_Plug-Ins.zip
(right click on it and choose Extract All)
open the Optional Plug-Ins Win32>Plugins folder and copy the LightingEffects.8BF and Lighting Styles
(select both files, right click and choose Copy)
go to C:\Program Files (x86)\Adobe\Photoshop Elements 12\Plug-Ins
and paste in that folder.
Start or restart the pse 12 editor and the filter should be under Filter>Render>Lighting Effects Classic

But... in this forum , on the print screen that you send, the path is different as shown on this print screen:
Our work station does not show the same elements as your's in the path:
The plug in on our work station is in the folder "required". When we past the folders that you send us, Photoshop Element 12 does not shown the lighting effects in the list. We do not copy the new files in the right place?
(we also try to put the new folder in Optional Plug Ins, but no result)
Result : No Ligthing effect in the menu (French)

nealeh Apr 13, 2014 7:20 AM (in response to R_Kelly)My experience is that it works fine in the \Required\Plug-Ins structure and does not matter if you put the plug-in in Required\Plug-Ins, or Required\Plug-Ins\Filters.
I use Required\Plug-Ins\Filters as this completely mirrors the PSE11 structure.

nealeh Apr 14, 2014 6:44 AM (in response to NBourgault)I can only guess that it is a problem with the version of the LightingEffects.8bf file you are using.
I suggest you download and install the PSE11 trial and use the files from that version.
http://helpx.adobe.com/photoshop-elements/kb/photoshop-elements-10-11-downloads.html - you'll need to unzip the file you download and run the setup.exe file in it. After you've copied the Lighting Effects files you need you can uninstall PSE11.

in the zip file that you downloaded
http://download.adobe.com/pub/adobe/photoshop/win/13.x/Win_Optional_Plug-Ins.zip
there are two folders for the optional plugins: one says 32 bits and the other says 64 bits
you want the LightingEffects out of the 32 bit folder
