I have done everything Adobe suggests, why doesn't my computer see it?

I have downloaded and installed Adobe Flash Player at least a dozen times.  It always says successful.

In Manage Add Ons, in Firefox it shows "enabled." In IE it says Flash Player isn't installed.

It isn't listed as a program on my computer.

What do I need to do?
