I've not been successful loading Flash Player 13.0.0.182, and receive the error message "The ActiveX control for Flash Player could not be registered". The problem is associated with Windows 7, Internet Explorer 11.0.5. [I have no problems when using Google Chrome.] I've tried disabling Norton Smart Firewall and Norton Antivirus Auto-Protect, but receive the same error message each time. The computer is a 3-year old HP desktop used only by myself (i.e. I have sole admin rights), and I've never had any similar problems with any program. I ran Malwarebytes and Norton Utilities registry clean-up functions, and nothing "appears" to be wrong. Advise would be greatly appreciated!!!

Chrome uses a separate plug-in. It functions independently of ActiveX.
Usually a clean install will take care of the registering ActiveX error.
To do a clean install, download the following:
Flash Player for ActiveX (Internet Explorer)
Also, download these:
You'll need to install Shockwave with the FULL installer for IE too, but there isn't a direct download for it. You'll need to go to: http://get.adobe.com/shockwave/otherversions/ using IE AFTER everything else is done.
Save all the files and close your browser.
Run the uninstallers first (both of them)
Go to: C/Windows/System32
Delete the Macromed folder.
Go to: C/Windows/SysWOW64
Delete the Macromed folder.
Open your Registry Editor (Start>Run or press the Windows key + R and type 'regedit' [minus the quotes] and click OK)
In the Registry Editor, go to:
HKEY_LOCAL_MACHINE/SOFTWARE
Delete the Macromedia folder (Right click and choose "Delete").
Go to:
HKEY_CURRENT_USER/Software and delete the Macromedia folder there too.
Close the Registry Editor and empty your recycle bin.
Run the Flash Player installer.
Lastly, open IE and go to: http://get.adobe.com/shockwave/otherversions/ to download and install the Shockwave FULL installer for ActiveX (IE).
Then see: http://forums.adobe.com/thread/885448 and http://forums.adobe.com/thread/867968 to ensure that your settings are correct for IE and ActiveX.

Hi Mike,
Thanks for your help with the installation problem --- but unfortunately
this did not resolve the issue.
After carefully following each of the steps listed below (though I never
got to the one about reinstalling Shockwave), I'm still receiving the
same "The ActiveX control for Flash Player could not be registered"
error message after I do the clean install of Flash Player.
If you have any other suggestions, I'd be very grateful for the help!

Many thanks for the link to repair/reinstall Internet Explorer.
Since that re-installation doesn't seem to have fixed the issue (the
same Flash Player installation error occurs), I'm wondering whether you
have a link to an earlier version of Flash Player (for Internet Explorer
11 using Windows 7). I had no problem before trying to install
13.0.0.182, and I've uninstalled (and deleted files) for earlier
versions while trying to install the newest version.

The "ActiveX could not be registered" is a problem with permissions. It is rather rare, and difficult to diagnose or to fix.
One thing that sometimes goes around these permission problems is using the MSI installer http://download.macromedia.com/get/flashplayer/current/licensing/win/install_flash_player_13_active_...
If that doesn't work, there is a more complex approach: How do I fix Windows permission problems with Flash Player? However, there is also no guarantee that this will work.

Many thanks for the MSI installer.
Could you please advise when exactly to run the install wizard (i.e.
before trying a new Flash Player installation, or after a failed Flash
Player installation)?
After the wizard runs, is there an additional step to be taken to
reinstall Flash Player?

There is no real difference in running the EXE or MSI installer; the install panel may look different, but you just double-click on the downloaded MSI to run it.
