Flash Player 13 does not register in Windows 7 Professional

I have been trying to download aand install Flash Player 13 on a laptop, Intel i5, running Windows 7 Professional and IE11. The download and the start of the install work fine but at about 53/55% of full install the cursor, if left on the 'Installer' window changes to the 'thinking circle', the install stops, and a few seconds later it clears the install bar and a notice appears, "Error: Failed to register", with a yellow triangle; a "FINISH" button also shows up in the lower right corner. Clicking on the button takes you a screen to retry the download and install. I have done this many, many times with exactly the same results. I have removed all the older versions of Flash Player and followed any other instructions or suggestions from Adobe that I can find. Flash Player 12 downloaded and installed and was working fine until I removed it. I hope someone has the3 solution. Thanks.
