What is an action list?

Adobe cannot instal the latest update because it cannot find my aciton list!  What is an action list and where can it be found?

Usually you can get around this by doing a clean install: How to perform a "clean install" of Flash Player in Mac OS X

But if you're running 12.0.0.77, hold off on updating to 13 until the kinks are worked out.
