MSI ISTALLER not working for Flash 13/ "failed to register"

Windows 7 / 64 bit , internet explorer 13, HP desktop, / Flash player 13 just will not install, I downloaded the new MSI installer , didn't work, here is some additional info that my Pc says ,   

"Your version of Macromedia Flash Active x control isn't compatible with version of Windows" Contact Adobe , I am the admin on my PC, help! Thanks Adam
