Unable to update to new version of Flash Player

Good day All;

I am trying to update Flash Player to version 13.0.0.199 from version 12.0.0.77.

Each time I have tried to do this I receive the following message

“Unable to load application configuration”

I have disable AVG anti-virus, run as administrator….

I am running Windows 7 64 bit
