I am currently stuck with the same situation for a reinstall of Premiere Elements 12 on Windows 8.1 64 bit.
I am currently investigating the Adobe Application Manager and a replacement and/or update of that as a possible fix. No luck so far.
I have looked at the hosts file and SLStore Folder and SLCache Folder renaming. No luck so far.
I will report back in a few hours with my latest results.

I have resolved my issue where Premiere Elements 12 Sign In dialog results in the message regarding "Connect to Internet or Fix computer clock Settings". There was no problem with the Internet connection or the computer clock settings.
The answer was Adobe Application Manager software.
I removed Adobe Application Manager from the list of installed program. Turned off antivirus and firewalls.

After the download, I had to right click on the desktop icon for the Adobe Application Manager and select Run As Administrator even though I was running the program from a User Account with Administrative Privileges. The "Update" as it was called went to completion with having me sign into a Adobe Creative Cloud which thereafter was represented on the computer desktop with an Adobe Creative Cloud icon.
Now when I restarted Premiere Elements 12 and got the Sign In dialog and hit Sign In, the program opened activated and ready to work.
I am hoping that this will work for you as it has worked for me. I had tried many things before unsuccessfully to Sign In, except updating that Adobe Application Manager.
