Our organisation uses SCCM 2007 to deploy software to 10K+ pc fleet. We just released the upgrade to FlashPlayer 13.0.0.182 to the fleet using the downloadable msi at http://www.adobe.com/au/products/flashplayer/distribution3.html.
Since then a high number of incidents have been logged with our help desk saying Flash Player is not installed when trying to access a dependent websites ie. Google StreetView. Upon reviewing the msi logs, the uninstall of version 11 completed successfully, and the install of version 13.0.0.182 was also successful. But when checking the "C:\Windows\System32\Macromed\Flash" directory the "FlashUtil32_13_0_0_182_ActiveX.dll" is missing. In fact the only new/updated files in this location are the FlashInstall.log and FlashPlayerUpdateService.exe. Running a repair on the msi fails to resolve the issue. The only way to fix the problem is to manually uninstall and reinstall the msi.
I understand the the MSI extracts and runs "InstallAX_13_0_0_182.exe -install -msi" which in-turn runs "FlashUtil32_11_8_800_94_ActiveX.exe". If these executables error out ie. [error] 1226 1062 as indicated in my FlashInstall.log why are they giving a return code 0 back to the MSI indicating a successful install?
Please don't tell me to download the latest version and try again unless Adobe have addressed their failure to adhere to MSI principles and indeed fixed their MSI.

The issue you are experiencing is fixed in the latest release, 13.0.0.206. Please download the latest catalog from Adobe - Player Licensing : Distribution Strategies.
