Can't install Flash Player Debugger Ie Win 8.1

I am trying to install the Flash Player Debugger (ActiveX) for IE in Windows 8.1. I have downloaded the installer and when I run it I get this message:

There needs to be a way to force the installer to install the Flash Player Debugger in Windows 8.1. Otherwise, obviously, we cannot debug Flash content in IE in Windows 8.1. That's a big problem.
