Every bullet list every made has an extra line between the list items, no matter if you're using inDesign or Microsoft Word. Word actually has a checkbox to remove this extra line space.
Until I can fix this with a Bullet List Paragraph Style, I'm going to do this manually, pasting in the correctly styled bullet character, and tediously aligning the wrapped text line with the Tab bar. (That's too slow.)
Most of my copy in this project are list items, but if I have an extra space between each list item it would be incredibly long.

BUT, that said...
You must be dealing some measure of pre-made or already-existing style(s). InDesign doesn't impose any automatic values upon those settings just because you created a list. I suspect your list has Space Before and/or Space After, but somebody put it there.

Fixed it. Rule #1: make sure you've tried EVERY checkbox and parameter before you post a question a forum.
Or maybe I had the PREVIEW box unchecked, and changing the Space After value didn't do anything.
