How did you delete the Photoshop preferences. If you did that manually (very bad idea) try it the proper way:
Preference filenames and locations in Photoshop CC
To re-create the preferences files for Photoshop, start the application while holding down Ctrl+Alt+Shift (Windows) or Command+Option+Shift (Mac OS). Then, click Yes to the message, "Delete the Adobe Photoshop Settings file?"

Gruffics May 14, 2014 4:57 AM (in response to ChrisY)I am having a similar issue. Only seems to have started happening some time in the last week. Tested on two different computers (MBP OSx 10.9.1 & iMac 10.7.5) and two different CC accounts (one personal and one at work) and the shortcut doesn't work on either.

station_two May 19, 2014 11:30 AM (in response to Gruffics)One thing you should do right away is update your OS X, you're at least two versions behind. Also make sure that Photoshop is updated.
