flash player instalation fails

after i opend the downloaded installation programm it tryed to install. At 11 % it swiched to french and failed the installation.

i use windows 8, firefox 28 and flash player 12.0.0.77

Use the offline installer:

• Flash Player Plug-in (All other browsers)

I have tried this before and now again. after it downloaded i tryed to open it but my system says "it doesnt trust the app".

if i click do it anyway it says "this app cant run on this pc" and "ask the softwear developer for an suitable version".
