1. The icons appear gray hence you are unable to download.
2.You have activated it twice(I am unsure if you have deactivated the previous activation)
Regarding the first issue: refer to CC-icon greyed out, can't download or update any programs
For the second issue: Re: Need clear answer, Adobe CC on 2 computer, possible or not?
Re: CreativeCloud license for more than 2 computers

if uninstalls and reinstalls CCloud this helps. Because that's what I did.
Maybe if you uninstall all the programs I install Adobe and again this helps? -

I have only C/Users/User Name/AppData and end. No Local no adobe etc
