Manufacture - Pre-Installing Adobe Flash into Android Tablet

Hello,

We are a android tablet OEM in which we would like to pre-install Adobe Flash Player into our Android Tablets.  Are there any certifications or licensing required to legally import the product in the USA?  If so, how do we go about finding more information about obtaining them?

Basically you will need a distribution agreement with Adobe: http://www.adobe.com/products/players/flash-player-distribution.html

But you should also know that there is no more Flash Player for newer Android systems; see http://www.adobe.com/devnet-apps/flashruntimes/certified-devices.html
