There may be a way to make DW show such files, but there is no way to add code hints or server behaviors for either scripting method.

In addition to what Murray said, you can use the ASP extension to work with ASP files. See Dreamweaver CC: New Document .asp ? for more information.

If you are working with .aspx, you can download the free version of Microsoft Expression Web. It is no longer supported by MS, but it's a free download. You should be able to get it at the link above.
