I can't update Flash Player on windows 8.1

What exactly means "can't"?

It say's,  Flash Player is integrated with Internet Explorer in Windows 8. But i'm still  on 12.0.0. Isn't there any new one's?

On Windows 8 you need to run Windows Update to update Internet Explorer & Flash Player.
