There are a lot of factors that go into resolving the type of issue that you describe, starting with the computer operating system that your Premiere Elements 11 is running on. In what follows, I have tried to address and customize those factors specific to your Premiere Elements 11 problem.
1. What are the properties of what you are putting on the Expert workspace Timeline? All we know so far is that it is a HD .avi clip captured with Koyote @ 25 frames per second. What we do not know yet:
interlaced or progressive
pixel aspect ratio
2. We need to know the properties of that .avi in order to determine if the project settings have been set correctly. At this point, what are your project settings. You can tell us that based on what you see under Edit Menu/Project Settings/General and the fields for Editing Mode, Timebase, Frame Size, and Pixel Aspect Ratio (even if the fields look grayed out).
What do you mean by
For example when I scroll a window while recording it just becomes a weird buzz and laggy. The raw file is flawless but when imported this happens.
Are you saying that, when the Timeline Indicator is running across the video, what you see on the Edit area monitor is distorted? Is the distorted view for the rendered or unrendered Timeline content. In other words, when you are doing this viewing, do you see an orange Timeline render indicator line displayed horizontally above the Timeline content?
Many of the screen capture programs produce video that has issues in Premiere Elements (any version). We need to sort out the details to distinguish between Premiere Elements not being setup correctly and an import attempt with an incompatible format.
