Chris you are correct, thank you for your response.

After some digging it appears that SCUP itself was the issue.  Although at a glance it looked as if there were no new updates after digging into some logs I found
"Error .5 UtilClassFactory.CreateInstance Received TargetInvocationException from ClassFactory call: Access is denied"


I was able to download updates as soon as I rand SCUP with elevated privilege.  This was not previously the case but I'm all set now.
