You have to stop the process completely. Make sure you are quitting Safari, not just closing it. You can do this by opening up Activity Monitor, searching for the Safari process and hit "Quit Process".

...or download the offline installer (http://fpdownload.macromedia.com/get/flashplayer/current/licensing/mac/install_flash_player_11_osx.d...) and reboot. That whay there are no processes other than those launched at startup running.

As has been mentioned by several others, this is getting very frustrating, Adobe!!! Starting around 1 or 2 updates ago, now I have to MANUALLY remove any and all previous Flash so it will install properly. And yes, Safari seems to be the primary hang up. Please get this issue resolved asap.

Having a similar issue in that the installer never goes past 0%. Found this in the console:
process Install Adobe Fl[2034] caught causing excessive wakeups. Observed wakeups rate (per sec): 254; Maximum permitted wakeups rate (per sec): 150; Observation period: 300 seconds; Task lifetime number of wakeups: 45094
