So .for learning skills, the first chapter would be the mistake. followed by 3 or 4 sub-chapters on how to correct the mistake..

Edit: There are 2 major approaches to preparation of the videos: every chapter in its own video (and then in Encore its own timeline) - in which case you do not need chapter playlists vs multiple chapters in one video (and therefore one timeline in Encore) in which case you must divide them up (using chapter playlists) in Encore. There are pros and cons to each approach.

I'm not too sure I understand the question but it seems to be suggesting a menu with video clips off of it.
If you try to do this in menus alone you will hit a 1Gb limitation fairly quickly I suspect.
However to be sure we need a lot more information please

To help you avoid headaches later, make these tests (assumes you are going to DVD not Bluray; won't really matter that much):
Create a new project, add one menu, delete buttons so you have only one. Import "as timeline" one of your videos. Select the timeline and set an end action of "last menu." Select the menu button and link it to your timeline. Go to the Build tab, and set it to Build DVD and output to "folder." Set the destination folder, and click "build."
Now create another project, add two menus, add a link for each menu to go back to the other. Add two timelines, etc.
If you've already done this, great! If not, it can help you avoid having a complex project that won't complete because you haven't gotten some basics down.
