Is it flash that put the banner up that tells you your in full screen mode and when the mouse pointer touches the top of the page it's put a banner up telling you that ?

if so how do you stop this as it gets in the way when playing facebook games ?

Does that happen anywhere, e.g. when watching a Youtube video in fullscreen mode?

No it happens when playing games on Facebook

Then it is that particular game that is doing it, not Flash Player.
