unfortunately it's not trivial to add support for anything but 1.0 PAR. For now I'd definitely recommend exactly the procedure you describe above.

a] do the rough cut with scaling and positioning, render it out in 1080p and grade it
b] use nesting to work around the bug - which is possible, i tested it out. So what you can basically do is perform scaling and transformation in nested sequences and leave the top one untouched by any transformations at all... that way you will have speed grade making masks correctly and you wont have to render all out before grading.

It is really hard to imagine editors working without touching their materials in positoning / scaling sense. All of us have to do it time to time... as I wrote to Jesse, we can work around this by nesting sequences in PP, but its just seems a bit strange that this is not taken care of.
I still dont get why it is not possible to tell SG: ok - there is transformation x+150 on video in PP, so when creating a mask, move it -150 px on X axis...and with PAR its the same - par 2 = 50% mask scaling on the X axis. I am not a software developer, but I know some programming and these offset corrections are kinda classic at least in what i used to do before moving to editing (flash apps). But its just an impression, dont wanna look like ********* ., theres probably more to it than this.
Anyway - the main question remanis - is this gonna be fixed? We are in process of updating equipment in our office so I dont wanna get piece of software that has major issues like this.
