How do you make a parallax website responsive using multiple fixed symbols?

Fixed in position, I'm trying to make a parallax animation by having the background fixed because the animation happens within the background. All the symbols are fixed in position, so basically the height of the artboard is extremely long, but since all the symbols are fixed in position the long artboard is hidden. I'm running into problems of making it responsive.
