I keep getting a pop up requesting i install adobe flash player installer multiple times in a day i have installed the latest and selected don't notify me to try an avoid the pop up but still there please help me my current specs are Mac osx version 10.9.3 flash version 14.0.0.145 browser safari Version 7.0.3 (9537.75.14)

Hi mrgoodoto,
This is not a notification that an update is available. This is the installer, after it has been (manually) downloaded and launched (mounted). If you eject (or drag to the trash) the mounted disk (the white icon) on the desktop the window in your screenshot will go away.

I may have downloaded it once a while ago but it it keeps popping up (mounting itself) without me doing anything and requesting to be installed even though i have the latest version of flash and I have tried deleting it but still pops up sometimes 2 or 3 times a day

Hi,
I haven't encountered the behaviour your experiencing (Disk Image file continuously mounting) and this seems to be an issue with the mounted Disk Image and not Flash Player itself. Have you tried ejecting the mounted Disk Image? I Googled your scenario, among the many results returned, here are some possible solutions:

thats the annoyance i eject it and it pops up again soon after

Hi,
I'm sorry this keeps happening. I investigated this further. It's possible the previous state of the mounted DMG state is saved and resulting in the dialog window opening. This link, Delete Specific Application Saved States from Mac OS X Resume, contains more information on the 'Application Saved State' and how to fix it. Hopefully this will work for you.
