You can try this:
Uninstall Adobe Creative Cloud.
For Windows:
Open the Windows Control Panel > Programs And Features.
For MAC:
Open Finder and go to /Applications/Utilities/Adobe Installers.
After Uninstall navigate to the OOBE folder.
Windows: C Drive\Users\[user name]\AppData\Local\Adobe\OOBE
Mac OS: /Users/[user name]/Library/Application Support/Adobe/OOBE
Delete OOBE folder.
Download Creative Cloud Reinstall and Sign in .

nikoniablue Jul 22, 2014 1:38 AM (in response to Nikhil R Gupta)I had this problem too. I was just about to give up having tried everything and spent nearly two hours with Adobe support yesterday. I was about to give up. This seems to have fixed the problem though I had to do it twice and reinstall Photoshop. Please get this solution onto FAQs on main site somewhere!
