For Lightroom ALL products currently get installed to your Downloads folder. Typically we just install a zip file that you then need to extract and do something with. We want to offer a better experience for installing products into Lightroom but at the moment there is no one place to install things into so we are talking to the Lightroom team about how we might do that.
So for EVERY product on Add-ons, always check the "Where to Find it" section to see further instructions on what you need to do. It sounds like everything will be in your Downloads folder but you now need to extract the zip files and follow the instructions for each product. The easiest way to do that is to go here:
http://creative.adobe.com/addons/my_addons
Then for each product click on the link and go to the Where to find it section. See example below:

I know. I read all these instructions. I couldn't find the download folder. There is no download folder for adobe neighter in c:\user\xxxx\ nor in any other folder related to the logged user. I'm xusing WIndows 7 Ultimate x64 and the logged user has administrator.
permissions. I couldn't find the files too.
any idea?

If you are using Internet Explorer try looking in the Downloads folder it suggests and hopefully they will be installed there. If not maybe try doing a search. For example, if installed the Workflow tools product should have a file name like this:
presetshopworkflowtools.zip
Try searching for that.

I use Google Chrom but I try IE too. I tried to install the add-on again. After ckliing ther install button on web-page starts the CC automatically but the download Folder is still empty. I get the message from CC-engine on Desktop again. Installation was succesfull
The listed files could not be found in any Folder on C:\
