Closing safari issue for Flash installation on Mac OS

When I try to install Flash on Mac OS, the installation always halts due to safari still being open. It does this even when I have closed all safari windows. I have tried restarting the computer and installing flash as the first thing I do, but it still halts the installation because it claims safari is still open. Suggestions?

You need to close the Safari process, not just the browser window.
