Cannot save a published RH 10 HTML page using File/Save in browser

I published my RH 10 Help documentation and it's available on the internet. It looks good, everything works, pages display well. I have however had the comment/complaint from my team that people cannot save web pages properly in any browser using the File/Save option. In IE (I'm using IE 10), choosing File/Save As... allows me to save the file as .htm but when it is opened, the file is empty: all there is inside are the HTML open and close tags.

I don't know why they would want to do it but I've been asked to find out why it won't save as a full page, and if I can change that.

Save a page? The help is not designed to do this. You can create elaborate workarounds, but a simple File/Save As will not work. Not with any output.

The better question is: why would people want to do that? If you can find out what people are trying to achieve by saving files, there may be another (and better) way to solve their problem.
