Silkrooster Jun 25, 2014 9:21 PM (in response to GESYMSB)In the new dialog box next to the width value and the height value are drop down boxes, click on it and choose inches. It will stay on inches until you change it again.
Also if you choose from the presets U.S. Paper you will get inches, if you choose international paper you will get millimeters, if you choose web, devices or film, you will get pixels.
Default photoshop size preset I believe depends on the country the program was purchased in ex. in the United states, it is inches.
If you turn on rulers {ctrl-r or cmd-r} and right click on the ruler you can choose between the different dimensions.

Silkrooster Jun 27, 2014 9:47 PM (in response to GESYMSB)Try resetting your preferences and see if that helps. When starting photoshop hold down the 3 modifier keys. ctrl+alt+shift on windows or cmd+opt+shift on macs.
