There is no direct way to do it. You need to export to IDML from CS6, open that in CS4 and then export to INX to open in CS3.
I hope you don’t have a lot of these files.

Out of curiosity, what kept you from upgrading to CS6?

P Spier Jul 30, 2014 9:47 AM (in response to michelynburton)If you can find the money and you use ID to earn your living, the upgrade will pay for itself in short order in new efficiencies, and of course if you think you might want to start doing epub you'll need at least CS6. I'm personally not fond of subscription software, but for anyone willing to use that mode, a Creative Cloud subscription is actually a real bargain if you use more than one Adobe application, and you always have access to all versions from CS6 forward, as well as regionalized releases for middle east and oriental languages along with western.
I miss the Navigator, too, and tried very hard to get it reinstated. Nearly broke my foot kicking that dead horse, but your comment warms my heart.
