In the export pdf dialog box>general>pages>check on pages, that's export the book as separate pages.

You should be designing the layout as facing pages, two-page spreads, just as your readers will be seeing them, then export to PDF using the settings recommended by your printer. You would have to deliberately check that spreads box -- it should be unchecked by default -- to get anything other than single pages in consecutive order when exporting a PDF for print.
