Flash Player 14 ActiveX GPO installation not recognized by IE

We have been installing and updating Flash Player ActiveX plug-in for Internet Explorer through Group Policy successfully for quite some time, I believe since Flash Player 10.

Since Flash Player 14 however, the installation is no longer recognized by IE.

It appears to install without issue (It is listed correctly in Programs and Features), but it does not appear in Toolbars and Extensions under Manage Add-Ons and the Check Flash Player Version website does not see it as installed.

The FlashInstall.log files appear to only contain entries from the subsequent successful manual installation via the Flash Player website, nothing from the GPO install:

I am using the .msi from the Flash Player Distribution Downloads site, as I have always done.

The clients are Windows 7 Pro, mostly running IE 10, some are IE 9 or IE 11.

For the GPO I am Assigning it under Computer Configuration.
