Barbara B. Oct 19, 2013 11:54 AM (in response to TA Clark)You always want to work in Expert Mode in PSE 11 and 12. Otherwise your tools and options will be extremely limited. Click the word Expert at the top of the page to go to expert mode.

So if you tried to draw this rectangle while a line or another shape is the active layer, it will not allow you to do this. But if you create a new layer, it will.
