save an AI file with PDF comaptibility. Open in Photoshop and let Photoshop do the rasterization in the desired size

1. Well for one thing, whoever insists that it the image must be 1500 ppi and JPEG needs to be told to go back and check with someone who actually knows the spec.
2. With that target resolution, and considering that you are rasterizing the Illustrator text in the end anyway; you're gaining nothing by setting the text in Illustrator, (unless you're using some Illustrator-only effect, in which case, you could still just add it to the Photoshop file as an Illustrator Smart Object), so why not just do the text in Photoshop?.
3. Or...instead of attempting to export from Illustrator, just save as PDF and submit that. The image will retain that silly resolution, and the text will rightly remain vector. Win-win.

The cover is for an online music site and the specs are 1500 dpi and jpg file. I sent the pdf and they requested jpg! Thanks for your information though. I got the job done using Monika Gause's advice.

And are you sure 1500 is not a typo? I think they mean 150 ppi.
